PSNC has announced two modifications to how the New Medicines Service and the NHS Urgent Medicines Supply Advanced Service will operate.

In agreement with NHS Business Services Authority, the national NMS post-payment verification system will commence this month. It means the NHSBSA “will be requesting evidence from a sample of contractors to support payment claims they have submitted for NMS over a specified period.”

The agreed standardised approach to the post-payment verification “aims to identify any issues related to the claiming of payment for Advanced services and to facilitate resolution of those issues with the individual contractor. Where common issues are identified, advice will be provided to all contractors on how such issues could be avoided in the future.”

A briefing sets out the reasoning for introducing the NMS PPV scheme, and says that “the evidence requested will be the signed patient consent forms for the services that correspond to the payment claims made. Contractors will be asked to submit the requested forms with their next monthly prescription bundle.”

PSNC is advising the pharmacy contractors “may want to review how they currently file signed patient consent forms; if for example, forms are filed alphabetically, by patient surname, a change to filing the forms in chronological order may be worth considering, making retrieval of forms for any specified time period easier, should the pharmacy be selected for participation in this work.”

With regards NUMSAS claims, and ahead of the expected ending of the pilot scheme in September this year, there has been a review of how claims can be submitted.

PSNC has said that pharmacy contractors “can now send completed NUMSAS claims using the following process, which can begin immediately:

  • complete the existing NHS Urgent Medicines Supply Advanced Service Pilot claim form;
  • place the completed NUMSAS claim form along with the completed FP10DT EPS dispensing tokens (completed as part of the NUMSAS) in an envelope clearly marked ‘NUMSAS’; and
  • send the NUMSAS envelope to the NHS BSA with the normal monthly submission bundle.”

In addition, it is advising that FP10DT EPS tokens (completed as part of NUMSAS) need to be separated from other tokens, “or there is a risk that claims will not be reimbursed if the NUMSAS tokens are scanned and stored with the other tokens.”
