Wales is to undergo a significant overhaul of NHS and social care services, the Welsh Government has announced. 

The key thrust of the policy, set out in ‘A Healthier Wales’, is to provide more joined-up services in community settings so that “in the future, people will only go to a general hospital when it is essential.”

The aim is to see a shift from healthcare which focuses on treating people when they become unwell, to one that provides services which support people to stay well, lead healthier lifestyles and live independently for as long as possible, said the Welsh Government.

“There will also be more focus on seamless services, which are designed to fit around the individual. Information will be shared between services and providers, allowing a smoother patient experience. This will also allow those with the greatest need to be treated first and make the most effective use of resources,” it said. 

It has announced a £100 million Transformation Fund so that changes can be introduced immediately. The plan also commits the Welsh Government to increasing investment in digital technologies and to support and develop the workforce, including unpaid carers and volunteers.

Dr David Bailey, Chair of the BMA’s Welsh Council, has “cautiously welcomed” the announcement, saying the plan shows that “the Welsh Government is moving in the right direction and taking steps to ensure that health and social services in Wales are sustainable in the future.”

He called on health boards to work with clinicians and frontline staff “to understand how best to use the £100m Transformation Fund to improve the delivery of services and expect that doctors are able to use the ‘offer of involvement’ to improve local services. We hope that the money allocated to the Transformation Fund will be matched by longer term investment.”

Dr Rebecca Payne, RCGP Wales Chair, added: “The references to workforce wellbeing are particularly welcome. Staff are working in very difficult circumstances and the NHS will only be as strong as the people in it.”

However, she noted that “the language used throughout, such as the continued focus on preventative care and care closer to home, will only be achieved if general practice thrives.”
