NHS England has issued new guidance for commissioners around primary care. The Primary Medical Care Policy and Guidance Manual (PGM) supersedes the ‘Policy book for primary medical services’ which was published in January 2016.

The new guidance “provides commissioners of primary care services the context, information and tools to safely commission and contract manage primary medical care contracts.” It can be downloaded as a 2MB Microsoft Word file of 379 pages.

PGM forms part of a suite of guidance, which has additional guidance covering:

  • dental policies;
  • eye health policies;
  • pharmacy policies;
  • performer list policies.

“These policies and procedures support quality and consistency of commissioning and eliminate duplication of effort in the management of the four primary care contractor groups,” says NHS England.

“All policies and procedures have been designed to support the principle of proportionality. By applying these policies and procedures, commissioners should be able to respond to local issues within a national framework.”
